There are a number of services using which you can make your website: monstr.su , gertwebsite.net, freewebslabs.com. It's a really good stuff, good choice for a beginner, who wants to implement some idea, because it's quite expensive to hire programmers and web designers.

I think you can design you own website, but there is payment involved for hosting.
